FAQ

Answers to the most common questions about HSE coordination per HG 300/2006.

Legal obligations
What is an HSE coordinator per HG 300/2006? +

The HSE coordinator is the person appointed by the beneficiary or project manager to coordinate health and safety activities on temporary or mobile construction sites. The role is regulated by HG 300/2006, which transposes EU Directive 92/57/EEC on minimum safety requirements for construction sites.

When is appointing an HSE coordinator mandatory? +

Per HG 300/2006, appointing an HSE coordinator is mandatory when multiple employers (contractors, subcontractors, independent workers) will be simultaneously or successively active on site. In practice, any project with more than one contractor simultaneously active requires an HSE coordinator.

Who has the obligation to appoint the HSE coordinator? +

The obligation falls on the beneficiary or project manager. They must appoint the HSE coordinator both during the design phase and during the execution phase of the works.

What happens if no HSE coordinator is appointed? +

Absence of an HSE coordinator is a legal violation subject to fines. More importantly, in the event of a work accident, the beneficiary may be held legally liable for non-compliance with HG 300/2006 requirements. The legal and reputational risks are significant.

Services and documents
What documents does the HSE coordinator prepare? +

Main documents include: General Health & Safety Plan, Contractors' Site-Specific HSE Plans, Coordination Register, Inspection Reports, Coordination Minutes, and the Health & Safety File for Future Works at project completion.

What is the Health & Safety File for Future Works? +

The Health and Safety File for Future Works is a mandatory document prepared during works and handed to the beneficiary at completion. It contains essential information about the construction, networks, installations and risks — required for any future maintenance or modification works.

What is the PTW (Permit to Work) system? +

The Permit to Work (PTW) system is a formal control mechanism for high-risk activities on site. Before starting hazardous works (at height, in confined spaces, hot works, energisation/de-energisation), a written permit is issued confirming all safety measures have been implemented.

How does collaboration with Adjectiv Consulting work? +

Yes. Adjectiv Consulting provides HSE coordination services in all Romanian counties. There are no geographic restrictions — we cover projects in any region of the country.

How is the HSE coordination fee calculated? +

The fee is calculated based on several factors: project type, site size, works duration, number of contractors, activity complexity and site visit frequency. Contact us for a tailored proposal — the initial assessment is free.
